Thanks to Ray Kresek, author of Fire Lookouts of the Northwest, I was able to purchase copies of the 1936 L-4 Lookout a few years back as well as some Tower plans. The 1936 Extended Rafter L4 was what was built on Schafer Peak in 1954.
